 1999 PWC RULES CHANGES :

All committee members agreed with this rule modification.

 SCORING SYSTEM :

Distance points :

We haven’t taken into account Ch. Heinrich’s remarks. Martin Scheel explained his formula and all committee members
were satisfied with his formula. The final decision for 2000 will be taken during the Autumn PWCA committee meeting.

SCORING 2000 :

We have decided that Martin Wäny, Martin Scheel, Toni Bender & Martin Brunn will work on this topic.

.
 MODIFICATION 99 SCORING SYSTEM :

Using GAP for the competition and Score x for PWC overall ranking ? ?

Proposal :

Creation of a " Day factor " on Score x, which can easily be done. The validation percentage factor is decided before the task.

New formula :

In case of a task not valid for PWC ranking, the task will be valid with a " Day factor " for the competition ranking.

This " Day factor " shall be calculated by using the following procedure :

Definitions :

Dmin = Validation distance for PWC depending on the task committee.

Dday = Day validation distance, is the distance flown by 20% of the pilots

Fday = Day factor

            Dday
Fday = Dmin

Competition points = Scoring points x Fday

  RANKING FORM 2000 :

As it becomes too difficult to enter into PWC competitions for a new pilot, Fred Escriba made a proposal for the next years.

We also have to let pilots know very soon how will be the next season’s selections.

Due to the big number of applicants for each PWC (more as 200). Shall we start initiating A & B competitions like in Ski ?
All proposals are welcome !

Due to the lack of time , we have decided to adjourn this important topic. This matter will be discussed on the PWCA webboard
until July the 25th, 1999.

EVALUATION OF THE SERIAL & OPEN CLASS :

" Having both classes is taking more risks, as pilots flying with Serial class gliders are taking more risks because they want to fly
on the same level as the Open Class gliders ".

The philosophy of the PWCA will be to have only one class in 2000, the PWCA created the " Serial Class " for security reasons
but we can only decide at the end of this season about the evolution of these 2 classes.

Vote in favour for having only one class in 2000 :
All committee members (10) are in favour.

Maurizio Bottegal’s point of view about the Serial & Open class

" Having a " pro race ", like in Motorbike indoors events but only the last 2 days of the competition and for only the 30 best pilots "

If you have a whole week rain, and the last 2 days good weather, you can’t organise such kind of race for only 30 pilots.
But what we can do is to make all tasks very interesting for public & media.

Open class problems during Italian registration :

Solution to avoid such problems :

Formalising all plans = Making standard forms which will be sent to all manufacturers. (Standard form).

This standard form will include :

This form will be made by Martin Scheel – H. Bollinger & T. Bender.

SPECIFICATION ON SHOCK & LOAD TESTS (Rule 1.8b, page 8) :

All committee members are in favour of this rule.

ELECTION OF A JURY :

This jury will be composed of 2 persons out of the PWCA committee these persons will be in charge of checking problems
with the gliders’ documentation and to during the Italian registrations and to deal with problems on gliders.

This jury will also decide about the pilots who will be cancelled from the competition as they will not have all the necessary documentation.
In case a pilot is dismissed from the competition the PWCA committee recommends to the jury to make a WRITTEN WARNING and
RECOMMENDATION and send it to the concerned manufacturer and pilot.

1999 PWC COMPETITIONS :

Piedrahita :

Helicopter rescue for serious accidents at Piedrahita and the surrounding region are carried out by the police, military and firebrigade.
These are stationed inMadrid and the time from their callout to arrival at the accident is generally of at least one hour and frequently more.

Morzine :

Change of date = This competition will now start on Monday August the 09th, 1999 and it will be finishing on
Saturday the 14th, 1999.
The organisors want to have a fixed date for the prize giving ceremony, which will take place on Saturday evening August the 14th, 1999.

Vote for this change of date : All committee members agreed.

On Sunday August the 8th, the organisors of Morzine will be organising a paragliding demonstration task.
All information about this competition will be notified on the PWCA web site and it will also be sent to all selected pilots.

COMMUNICATION & MEDIA :

Jean Louis Corgier proposes to cover the PWC events and do not require any exclusivity of production but he is asking
for a possibility of dealing with the distribution companies on behalf of the PWCA with exclusivity.

This proposal is not acceptable for the PWCA, which wants to open the PWC events to all producers & distributors.

L.M. Matos (PWCA PR Officer) will draft a letter, which will be signed by the PWC President Olivier Burghelle,
and then it will be sent to Jean Louis Corgier.
